The timeline below outlines the phases of the project schedule for the Land Use Plan and Code Update (zoning and maintenance code). The process will begin with the development of the Land Use Plan, establishing a clear vision and strategy for Beavercreek’s future growth. Once the plan is in place, the Code Update will follow, ensuring zoning regulations align with the community’s goals. While the schedule includes tentative dates, these are subject to change as the project evolves

Land Use Plan Phases

Phase 1: Preparing For The Plan

February - April

The first phase of the Land Use Plan aims to establish a solid foundation for a successful planning process. Phase one includes a kickoff meeting with city staff and leadership, forming a steering committee, and creating a project website to keep the community informed. The team will thoroughly collect and review existing plans, zoning policies, and mapping data to understand Beavercreek’s current conditions. This foundational work will pave the way for in-depth analysis, public engagement, and developing a progressive plan that aligns with the city’s vision for the future.

Phase 2: Understanding The Context

April - May

In this phase, the project team will conduct a comprehensive Existing Conditions Analysis to assess Beavercreek's current demographics, land use, parks and recreation, development patterns, and economic conditions. This analysis will help identify trends and key factors influencing the city's future growth. Findings from the analysis will be presented to the Steering Committee, which will also include a visioning session to discuss priorities for the Land Use Plan. A draft public engagement strategy will also be introduced for review and input, ensuring the engagement efforts are well-structured, inclusive, and aligned with the overall planning process.

Phase 3: Community Enagament

May - June

Community participation is a vital part of the planning process, and this phase focuses on gathering input from Beavercreek residents, business owners, and stakeholders. The land use plan public meeting will allow the community to share their aspirations for the city's future. The meeting will begin with a project presentation before transitioning into small group discussions or an open-house format. Attendees will participate in visioning activities to identify key priorities, opportunities, challenges, and areas for potential growth and redevelopment. This input will help shape the direction of the Land Use Plan and Code Update, ensuring it reflects the community's values and needs.

Phase 4: Developing The Plan

June - Septemeber

With a strong foundation of community input and existing conditions analysis, phase four focuses on translating findings into a Draft Land Use Plan. The project team will work with the Steering Committee to establish clear plan goals and develop a future land use map. The team will also refine districts and focus areas, ensuring a cohesive development pattern that aligns with architectural and site design principles. A draft plan framework will then be prepared, integrating all key findings, goals, and land use strategies. As part of this phase, the draft plan will be presented to elected officials, allowing city leadership to review the proposed framework and offer input before finalization. This collaborative approach ensures that the plan reflects community priorities while fostering support from city leadership.

Phase 5: Plan Finalization

September - December

In the final phase, the Draft Land Use Plan will be prepared, incorporating all previous work. The Steering Committee will review the draft to ensure alignment with the project’s vision and goals. The final Draft Land Use Plan will then be presented to elected officials for review and discussion, providing an opportunity for feedback and final refinements. This step ensures that the plan reflects the city's priorities and fosters an open dialogue for any last considerations. Once all revisions are completed, a final digital copy of the plan will be delivered to the city.

Code Update Phases

Phase 1: Project Kick Off

February - March

The first phase of the Code Update (zoning and maintenance code) focuses on laying a strong foundation for the planning process. This includes collaborating with OHM Advisors to facilitate the project kickoff meeting with city staff and leadership and forming a steering committee to help guide the effort. Additionally, ZoneCo will distribute a survey to tabulate key zoning and maintenance code issues.

Phase 2: Diagnostic Module

March - July

The second phase focuses on a thorough review and analysis of the city's current zoning and maintenance codes in relation to the updated Land Use Plan. This process includes a detailed diagnostic assessment to identify strengths, gaps, and areas that require improvement. A Steering Committee meeting will be held to gather input. The consultant team will then develop a Diagnostic Report, analyze potential zoning revisions, and refine recommendations with city staff. The phase will conclude with the finalization of the Diagnostic Report, identification of new zoning districts, and updates to the table of contents for the new code structure. Ongoing meetings and administrative tasks will ensure coordination and regular updates will be provided on the project website.

Phase 3: Calibration Module

July - December

The third phase aims to refine and organize the standards for zoning districts, including parking regulations. The process will involve bi-weekly staff meetings, an in-person meeting with the Steering Committee, and public engagement to gather feedback on proposed adjustments to zoning standards. A master calibration table will be created to align existing and revised zoning districts with the updated Land Use Plan. A draft property maintenance code will also be developed to support consistent and effective enforcement. A joint work session with the City Council and the Planning Commission will be held to ensure alignment before finalizing the calibration table.

Phase 4: Codification Module

December - Summer 2026

The final phase will focus on developing the updated zoning and property maintenance codes chapter by chapter, ensuring they align with the Land Use Plan and previous calibration efforts. An updated zoning map will also be created for staff review. There will also be bi-weekly staff meetings, an in-person Steering Committee meeting, and a work session with public officials to review zoning districts, code updates, and property maintenance regulations. Graphics and formatting will be incorporated into the draft, followed by chapter-by-chapter revisions based on staff feedback.

A public open house will allow community review before final revisions are made. The process will conclude with two adoption meetings, ensuring the final zoning and property maintenance codes are thoroughly vetted and ready for implementation.
